The Director of Planning & Development Department prepares and supervises the assignments of the Offices of Planning, Zoning, Economic Development, and Housing Rehabilitation.

The Department is also responsible for administering all activities under the City’s Federally- funded Community Development Block Grant program and the State-funded Empire Zone Program and prepares grant applications for community development, historic preservation, recreation, economic development and marketing.

Staff support is provided to the Ogdensburg Planning Board, Ogdensburg Zoning Board of Appeals, Ogdensburg Growth Fund Development Corporation, Fair Housing Task Force and other City Departments as needed.

Primary responsibilities include preparing and updating the City’s Master Plan, Zoning Maps and Regulations, Capital Improvement Programs and Departmental Programs, policies and activities.

Responsible for all housing rehabilitation activities within the City of Ogdensburg. Housing Rehabilitation Programs include new housing construction, first time home-buyers assistance and the rehabilitation of both private and rental housing units. Other Housing Rehabilitation activities include a sidewalk replacement program and a commercial facade program.

The Economic Development Office implements and coordinates all provisions of the Empire Zone Program and develops marketing materials and promotional efforts to attract new commercial and industrial ventures.
