If the City holds the lien that is hampering the owner’s ability to mortgage their property the owner can apply to the City for subordination. A subordination agreement provides for the City’s lien to take a junior position and allows the new mortgage provider’s lien (mortgage) to have a senior position ahead of the City. The City has a strict set of guidelines
outlining the circumstances under which subordination will be considered.
